Building a structure over or adjacent to a Sydney Water stormwater asset has an impact. A structure can potentially make flooding worse (and therefore affect the community) and increase the costs to Sydney Water to manage this assets, a cost that will later be passed onto the customer.
If a stormwater asset is located within 10 metres of your property/site you will need approval via a Sydney Water Water Servicing Coordinator (like mgp) before you can start earthworks, excavation or construction.
The approval will need to be processed as a Sydney Water Out of Scope assessment. Out of Scope projects require between 10-12 weeks for review by Sydney Water from the date of submission. Further submissions may be required, and each submission may take 2-3 weeks for review.
Sydney Water will only consider building over a stormwater asset if;
- proposed structure will be outside any easement or land owned by Sydney Water
- an existing building is located over the asset (and is not being part or fully demolished)
- building over the asset is the only feasible solution for reasonable development of the property
If these conditions are met, Sydney Water will assess whether a deviation or reconstruction of the asset is required, or if the asset is to be maintained.
To enable Sydney Water to assess you will need to complete a number of requirements as part of the initial submission, including detailed drawings showing required clearances, CCTV or Dilapidation Survey Report, Flood Impact Assessment Report, Stormwater Management Report and a Service Protection Report completed by an accredited Water Servicing Coordinator (The Service Protection Report will be compiled of data found by using a surveyor, pipe locators/potholing and mgp onsite), before submitting to Sydney Water for Out of Scope approval.
If you're proposing to build adjacent to a stormwater asset Sydney Water will only consider the proposal if
- the structure is outside any easement or land owned by Sydney Water
Sydney Water will only assess the project via the Out of Scope approval process.
Out of Scope projects require between 10-12 weeks for review by Sydney Water from the date of submission. Further submissions may be required, and each submission may take 2-3 weeks for review.
